About the Role We are seeking an experienced Business Process / Business Transformation Consultant to lead a comprehensive review and modernisation of our IT Operating Model. This is an end-to-end engagement spanning current-state assessment, future-state design, and implementation planning. The successful candidate will deliver a complete set of assessment and planning documents that will guide our IT transformation journey, producing detailed analyses, recommendations, and roadmaps that align IT operations with business needs and drive measurable improvements in service delivery. Shortlisted candidates must be able to demonstrate — through past work or our technical assessment — that their analysis has driven real organisational change. Key Responsibilities 1. Current-State Assessment & Industry Benchmarking • Review existing IT processes, structures, and ways of working to evaluate how well they support business needs. • Identify gaps between current capabilities and target outcomes. • Analyse how IT functions interact with each other and with business teams. • Benchmark against industry standards and best practices. • Document findings and produce clear, actionable recommendations for improvement. 2. IT Operating Model Design • Gather and document key assumptions that will guide the transformation. • Produce detailed analyses of current IT operations, including strengths, weaknesses, and risks. • Design future-state IT Operating Models aligned with business and mission requirements. • Develop step-by-step transition plans for moving from current to future state. • Develop practical, user-facing playbooks or websites, leveraging AI-enabled tools where appropriate to make content accessible to non-technical stakeholders. 3. Stakeholder Collaboration • Partner with IT leaders and business managers to understand requirements and priorities. • Facilitate workshops, interviews, and working sessions to gather input and validate findings. • Present analyses and recommendations to senior management. • Support decision-making with clear, data-driven insights. Required Qualifications & Experience • 8+ years of experience in business analysis, business process re-engineering, business transformation, or IT consulting. • Demonstrated experience analysing business processes and recommending improvements that have been implemented. • Experience with — or strong understanding of — public-sector digital transformation initiatives. • Proven ability to work effectively across both IT and business teams. Technical Knowledge • Strong understanding of IT service delivery and operations. • Knowledge of the Gartner IT Operating Model framework and methodology. • Familiarity with process mapping and continuous improvement methodologies (e.g., Lean, Six Sigma, BPMN). • Working knowledge of project management and change management principles. Preferred Qualifications • Practical experience applying Gartner IT Operating Model principles in transformation engagements. • Knowledge of IT frameworks such as ITIL or Agile methodologies. • Prior experience on IT transformation, business process re-engineering, or operating model redesign projects. • Strong appreciation for digital transformation and modern IT practices (e.g., cloud, automation, AI). • Experience with business process analysis tools and techniques.
