Client Manager – Singapore POSITION SUMMARY CXC is seeking an experienced and driven Client Manager to serve as the heartbeat of a partnership we are supporting for one of our clients in Singapore. This role is 100% onsite in Singapore. In this high-visibility role, you won't just be sitting behind a desk — you will be on the manufacturing floor, leading a dedicated service team and managing a high-volume contingent workforce. You will manage the full talent life cycle from requisition intake and candidate sourcing to onboarding and compliance, ensuring strong headcount fulfilment while maintaining a culture of safety, efficiency, and high morale. KEY RESPONSIBILITIES Client Relationship & Operations · Client Relationship Management: Serve as the primary point of contact for the clients Plant Managers and Production Supervisors. · Production Alignment: Attend daily production meetings to align staffing levels with upcoming build plans. · Stakeholder Engagement: Bring confidence and credibility to every client interaction — including the ability to lead a robust job brief, capture requirements with precision, and push back constructively when needed. · Operational Excellence: Track and report on key performance indicators including fill rates, attrition, and absenteeism. · Payroll & Timekeeping: Support with complex timekeeping, payroll processing, and invoicing workflows. Workforce Oversight & Employee Relations · Workforce Oversight: Lead, coach, and develop the onsite service team and a contingent workforce across multiple shifts and locations in Singapore. · Employee Relations: Support with onsite coaching, capture and co-manage disciplinary actions, and terminations in accordance with Singapore labour laws and client protocols. · Onboarding Leadership: Conduct daily onboarding briefings and pre-assessment testing for contingent candidates. · Safety & Compliance: Capture any Worker's Compensation First Report of Injury (FROI) process and ensure 100% PPE compliance. Recruiting, Outreach & Assessment · High-Volume Recruitment: Manage the lifecycle of incoming talent, ensuring onboarding meets client requirements. · Technical Operations: Navigate comfortably across multiple platforms —ATS, VMS, and internal systems — to maintain a constant pipeline of 'ready-to-work' talent. · Compliance & Detail: Apply a meticulous eye to all compliance requirements — onboarding documentation, eligibility verification, regulatory adherence, and audit readiness, catching discrepancies early. · Recruiting Events & Outreach: Develop and execute grassroots candidate marketing strategies and engage in recruitment events to build a sustainable talent pool in the region. · In-Person Skills Assessments: Administer and evaluate in-person skills assessments tailored to role requirements and compliance standards. QUALIFICATIONS · Experience: 5+ years of onsite Agency / RPO / MSP experience specifically within a Manufacturing, Light Industrial, or Logistics environment. · Certification: Must hold a current Certificate of Employment Intermediaries (CEI); Knowledge of Additional HR (KAH) certification is a strong asset. · Technical Skills: Comfortable working across multiple platforms including Applicant Tracking Systems (ATS), Vendor Management Systems (VMS),and Microsoft Excel. · Domain Knowledge: Solid understanding of MOM regulations, OSHA safety standards, and high-volume payroll/timekeeping workflows. · Communication: Exceptional interpersonal skills with the ability to influence, build trust quickly, and communicate effectively across all levels. · Adaptability: Proven ability to thrive in a 'controlled chaos' environment where production priorities shift hourly. WORKING CONDITIONS & BENEFITS · Work Schedule: Standard Monday–Friday day shift, with required on-call support for shift changes and weekends. · Work Environment: Fully onsite role in Changi, Singapore, requiring adherence to all site safety protocols and PPE standards.
