Job scope includes all duties stated under the Singapore SCDF Fire Safety regulations, for the Fire Safety Manager. Fire Safety Manager (FSM) – General DutiesThe FSM shall assist the owner or occupier of the premises to: Fire Safety Compliance• Ensure compliance with all fire safety requirements stated in the Emergency Response Plan (ERP). • Identify and report any fire safety non-compliance to the owner/occupier. • Maintain written records of:Details of non-compliance.Date and method of notification to the owner/occupier. • Ensure compliance with all fire safety conditions imposed for any approved temporary change of use. • Inform the owner/occupier if a required Fire Certificate is not valid or has expired. Fire Safety Systems & Maintenance• Supervise the maintenance of all fire safety works and installations. • Ensure all fire safety systems remain operational and compliant. Occupant & Fire Hazard Management• Ensure occupant load does not exceed the approved capacity under the Fire Code. • Conduct daily inspections of the premises. • Remove or arrange removal of any fire hazards identified during inspections. Emergency Response Planning• Prepare, implement, and maintain the Emergency Response Plan (ERP). • Distribute the ERP to occupants. • Ensure all occupants are familiar with means of escape and evacuation routes. Fire Drills & Training• Conduct at least two fire drills annually or as directed by SCDF. • Prepare fire safety guidebooks for occupants. • Train occupants in Fire fighting, First aid Emergency evacuation procedures, • Train, coordinate, and supervise the Company Emergency Response Team (CERT). Emergency Preparedness & Response• Coordinate and supervise occupants during: Fire incidents Evacuations, Other emergencies • Supervise the operation of the Fire Command Centre (FCC) during emergencies. • Conduct at least two Table-Top Exercises (TTX) annually. • Evaluate the effectiveness of Emergency Response Plan (ERP), Arson Prevention Plan (APP) together with the Fire Safety Committee. Arson Prevention• Prepare and implement the Arson Prevention Plan (APP). Incident Reporting• Notify the SCDF Commissioner immediately upon occurrence of any fire incident. Fire Safety Promotion• Organise fire safety campaigns, competitions, training courses, contests, and awareness programes to promote a fire-safe environment. Other Duties• Perform any additional duties required by the SCDF Commissioner. Additional Duties for FSM of Specified Complex PremisesFire Risk Assessment (FRA)• Conduct a Fire Risk Assessment: • At least once every 3 years. • Whenever there are changes in work processes or activities that may increase fire risk. • Whenever directed by the SCDF Commissioner. Alternative Solutions Compliance• Conduct checks to ensure that fire safety works using alternative solutions comply with the Operations & Maintenance Manual requirements. This format is suitable for inclusion in an FSM appointment letter, FSM service proposal, or FSM scope of work document
