PMO Lead – Banking Regulatory & Payment Systems (12 Months Contract)

Role Overview: We are seeking a Senior PMO Specialist with deep, hands-on experience in Singapore banking regulatory programs, particularly within payment systems, MAS-driven initiatives, or large-scale transformation programs. This role is suited for professionals who have operated within complex banking environments in Singapore and have personally led PMO governance, financial tracking, and stakeholder reporting at a program level. Key Responsibilities • Drive PMO governance across regulatory and transformation programs within Singapore banking • Manage RAID, reporting cadence, and compliance deliverables aligned to regulatory expectations • Own financial governance including budget tracking, forecasting, and utilisation management • Partner with senior stakeholders, regulators, and delivery vendors • Support procurement lifecycle including RFPs, vendor onboarding, and contract governance • Produce executive dashboards and program-level reporting for senior leadership Requirements • 10+  years of PMO experience within Banking / Financial Services environments • Demonstrated experience supporting regulatory or payment system programs in Singapore • Prior engagements with established banks, sovereign funds, or global consulting firms • Strong ownership of: • PMO governance and reporting RAID and risk management Financial oversight (budgeting, forecasting, tracking) • Experience managing vendors, procurement processes, and contract administration • Exposure to Agile delivery environments • Certified Scrum Master and ITIL Foundation certified • Ability to deliver clear, executive-level reporting and stakeholder communication • Degree in Information Technology, Science, Engineering, Business, Commerce, or a related discipline Preferred Experience • Involvement in MAS-related programs or electronic payment system initiatives • Exposure to Salesforce, Tableau, or data transformation programs within banking • Experience working on multi-year transformation or regulatory compliance programs
