Role Overview We are seeking a strategic and results-driven Procurement Specialist/Manager to oversee our procurement operations. In this role, you will be responsible for developing procurement strategies, managing supplier relationships, and driving cost-effective purchasing solutions, particularly within the telecommunications and ICT sectors. Key Responsibilities • Strategy & Planning: Develop, implement, and execute comprehensive procurement plans and strategies aligned with company objectives. • Process Management: Manage the end-to-end procurement process, continuously reviewing and optimizing the procurement management system for maximum efficiency. • Supplier Management: Coordinate and manage existing supplier relationships, evaluate performance, and ensure high service quality. • Sourcing & Expansion: Proactively source, assess, and expand the network of reliable and cost-effective suppliers. • Negotiation & Contracting: Lead business cooperation efforts, negotiate commercial terms, and oversee the professional execution of procurement documents and contracts. • Stakeholder Collaboration: Build and maintain strong working relationships with internal teams and external partners. Job Requirements Education & Experience • Bachelor’s degree or higher in Supply Chain, Procurement, Telecommunication Engineering, or a closely related field. • Strong interest in procurement and services specifically related to network communication and ICT services. Skills & Certifications • Excellent communication, negotiation, and relationship management skills. • CIPS (Chartered Institute of Procurement & Supply) certification is preferred. • Recognized English proficiency certifications (such as TOEFL, IELTS, or TOEIC) are advantageous. Attributes & Languages • Strong self-discipline and motivation, with the ability to complete assigned tasks independently and thrive under pressure. • Excellent written and spoken English. • Proficiency in Chinese is required to effectively liaise and negotiate with Chinese-speaking suppliers and business partners.
