About this role
Key Responsibilities: • Formulate,track, and update Baseline Master Construction Programmes using MicrosoftProject to ensure all key path milestones are delivered onschedule. • Enforce rigorous workplace safety and health protocols on-site, keeping projectsaligned with bizSAFE Star, ISO 9001/45001, and statutory safety boardguidelines. • Direct weekly technical alignment meetings and interface directly with Clients,Architects, Professional Engineers (PE), and governmental statutory boards(BCA, LTA, MOM, NEA). • Manage pre-contract procurement cycles, evaluate subcontractor tenders, compilecost-benefit analyses, and execute commercial subcontract agreements. • Strategically identify, quantify, and negotiate upstream Variation Orders (VOs) and Extensionof Time (EOT) claims to optimize contract profitability and protect companymargins against Liquidated Damages (LD). • Authoritative contractual claim letters and manage upstream/downstream paymentprocesses strictly in compliance with the **Singapore Building and ConstructionIndustry Security of Payment Act (SOPA). • Command and conclude the final measurement, negotiation, and settlement of FinalAccounts with clients and vendors. Job Requirements: • Possess a formal Degree or Diploma in Civil Engineering, Quantity Surveying,Construction Management, or a related field. • Minimum 10 years of solid track record in the Singaporeconstruction industry, handling project operations alongside post-contractcommercial contracts management. • Comprehensive structural understanding of the Singapore Security of Payment Act (SOPA)mechanisms and standard public sector conditions of contract (PSSCOC). • Strong negotiation, interpersonal, and problem-solving skills, with a track record ofsuccessfully managing Variation Orders (VOs) and contractual disputes. • Proven leadership background coordinating engineering teams, technical sitesupervisors, and multi-tier sub-vendors. • Experienced in executing fast-track project components within live, operational, orhigh-security restricted boundaries. • Mandatory Commitment to a 6-day work week schedule to ensure continuous site leadership, operational continuity, and subcontractor oversight.
