Responsibilities The IT Project Manager is responsible for leading the end-to-end planning, implementation, integration, data migration, deployment and post-deployment support of the Integrated Library Management System (ILMS). Working closely with the system partner, business users and stakeholders, he/she ensures the successful delivery of the system within scope and timeline. The role requires close oversight of the system partner's deliverables and coordination across diverse technology platforms to meet the operational needs. You will cover the areas below: 1. Conceptualize, innovate and perform feasibility study of new or improved products and services based on user requirements. 2. Design, develop and implement IT applications, technology services and integration of application systems across different technology platforms. 3. Manage Proof-of-Concept, pilot projects involving new technologies. 4. Work closely with clients on leveraging IT to effectively support their business needs and services, accurately capture requirements and deliver business solutions, as well as to improve current work operations and innovation of new services, while concurrently ensuring compliance to prevailing policies and guidelines. 5. Prepare and manage project plans, timelines, milestones, resource schedules, and status reports, while balancing user requirements. 6. Manage end-to-end procurement of IT services, ensuring objectivity, transparency and best value for the Company and its clients. 7. Oversee data migration and conversion activities from existing library systems into the new platform. 8. Facilitate issue escalation, risk mitigation, and change management processes. 9. Oversee training, documentation, transition, and handover activities. 10. Manage the vendors and contracts to ensure that the performance of vendors and deliverables are in accordance with tender and service level agreements, while maintaining productive working relationships. Requirements • Degree in IT, Computer Science or related discipline with 3–8 years of relevant experience in IT product/project management, prototyping and vendor management • Project management certification (e.g. PMP, PRINCE2) or equivalent would be an advantage • Familiarity with Government procurement processes and IM8/ICT governance requirements would be an advantage • Knowledge of new technologies (progressive web, mobile development, AI/machine learning, robotics, augmented/virtual reality and information discovery), especially related to libraries is an advantage • Experience in agile development process and user experience design is desired • Experience managing SaaS or cloud-based enterprise system implementations, preferred • Good working knowledge of Quality Management Systems, ISO 9000 standards. • Strong interpersonal, communication and stakeholder management skills • Strong analytical and problem-solving skills, with good attention to detail • Self-motivated individual with effective written and verbal communication skills The successful candidate will be appointed into a position commensurate with his/her work experience.
