• Industry: Construction- Main Con (A1) • Basic $6500 to $9000 +AWS + Variable Bonus • Excellent Welfare and Benefits + Career progression • Working location: Northeast • Working hours: Monday to Friday (8:30am to 6pm) Job Responsibilities: Tender Strategy & Leadership • Lead the end-to-end tender process for construction projects. • Lead internal tender review meetings and management approvals. • Advise management on pricing level, risk allocation, and competitiveness. • Conduct tender kick-off meetings and assign responsibilities to team members Costing & Commercial Control • Review all quantity take-off and ensure accuracy of measurements. • Review and validate of Bills of Quantities (BQ), Pricing schedules and Cost build-ups (direct cost, preliminaries, etc) and ensure build-ups cost/SOR reflects the market conditions, resource and productivity assumptions, risk contingencies where applicable and commercially competitive for management consideration and approval • Review, analyse and evaluate all subcontractors and suppliers’ quotations in term of technical compliance to the tender specification and ensure scope alignment. • Ensure consistency between drawings, client and consultants’ intent and specifications, and pricing. • Lead value engineering and alternative proposal development. • Establish and communicate quotation submission timelines aligned with the overall tender programme. • Actively monitor quotation status and follow up with subcontractors and suppliers’ bosses to ensure timely submission. • Establish, maintain, and regularly update the subcontractor and supplier master calling list for tender enquiries and ensuring the calling lists are accurate, current, and relevant to each project’s scope, trade packages, and technical requirements. Risk & Contractual Review • Review Conditions of Contract (PSSCOC, SIA, FIDIC, etc.). • Identify and assesscommercial and contractual risks, including Liquidated damages, Payment terms,Variation mechanisms and Design liabilities • Draft and preparetender, commercial qualifications and clarifications where necessary. • Ensure the Schedule of Rates (SOR) is fully reviewed, approved, and in proper order for submission to consultants. • Advise management on risk mitigation and pricing contingencies Team Coordination • Coordinate internal teams: Quantity Surveyors, Design / Technical / Planning teams, Procurement, M&E teams • Liaise and manage tender queries, addendum, and clarification responses with consultants and subcontractors and ensure all discrepancies are clarified and ensure all in corporated in the tender pricing Tender Submission & Presentation • Ensure tender submissions are fully compliant with tender requirements and submitted on time and in the correct format • Oversee preparation of Method statements, Construction programmes and technical submissions • Attend tender interviews, presentations, and post-tender clarifications. • Participate in negotiation meetings where required. Post-Tender Review & Handover upon award • Conduct post-tender analysis (win/loss review). • Lead handover of awarded tenders to project and contracts teams for all costing, tender and contract documentation, detailing and measurement, subcontractor/supplier quotations etc required for execution of the projects • Ensure smooth transition from pre-contract to post-contract stage Post-Award Contract Review • Review all contract documents issued by consultants upon award, including: Letter of Award (LOA),Contract Agreement, Bills of Quantities / Schedule of Rates, Appendices, drawings, and specifications, qualifications, terms, and conditions fully align with the company’s tender offer, and ensure documents are in order prior to management signoff. • Identify discrepancies, omissions, or adverse changes and liaise with consultants to resolve them prior to execution. • Ensure final signed documents are properly distributed and handed over to project and contract administration teams.
