• 2 year contract role • Working Location: Tuas The Construction Engineer supports the Site Manager in overseeing daily construction activities and ensuring proper site execution. The role includes monitoring work progress, supervising subcontractors, and ensuring tasks are performed in accordance with project requirements. The Construction Engineer reports progress, delays, and unforeseen work to the Site Manager, including analysis of root causes. The position also involves proposing practical countermeasures based on site conditions. In addition, he/she is responsible for preparing Daily and Weekly Reports, as well as managing subcontractor manpower and evaluating additional work requirements to support accurate project control and execution. Job responsibilities • Assist the Site Manager in overseeing daily construction activities; ensure work is performed according to plans and procedures • Provide daily instructions to subcontractors; monitor work performance and ensure compliance with safety, quality, and schedule requirements • Track daily progress; report status, delays, and issues to the Site Manager with supporting data • Identify deviations, delays, and unforeseen work; analyze root causes and report findings clearly • Propose practical solutions and recovery plans based on actual site conditions • Prepare accurate Daily and Weekly Reports reflecting site activities, progress, and issues • Monitor subcontractor manpower on a daily basis; ensure efficient resource utilization • Assess additional work requirements; support quantity take-off and man-hour estimation for variations • Support site safety implementation through daily observations, toolbox meeting participation, and enforcement of basic safety rules and housekeeping standards. • Communicate closely with the Site Manager to report daily progress, site conditions, delays, and any unforeseen issues, including root cause analysis and recommended countermeasures. • Coordinate with site staff to ensure clear understanding of work instructions and priorities. • Facilitates smooth execution of daily construction activities. • Communicate with subcontractors on a daily basis to provide work instructions, monitor performance, and ensure compliance with safety, quality, and schedule requirements. Communication is direct and task-focused to ensure efficient site execution. • Communication with client is generally indirect through reporting channels. Job requirements • Bachelor’s Degree of Engineering Science • At least 3 years of Waste-to-Energy (WtE) Construction Work or Construction site managing experience • Solid understanding of the specific characteristics and constraints of Waste-to-Energy (WtE) plant construction, including interface with existing plant operations and safety-critical environments • Proven experience in managing subcontractors under tight schedule conditions, including providing clear instructions and driving progress recovery actions • Ability to coordinate and supervise multiple subcontractors in parallel, ensuring effective interface management and smooth workflow across disciplines • Experience in supporting or conducting client communication regarding construction progress, schedule status, and site issues in a structured and professional manner • Strong capability in daily progress monitoring and preparation of accurate Daily Reports and construction status documentation based on real site conditions • Possession of qualifications related to piping works, boiler operation, waste management, and safety is desirable
