About the Role We are looking for a seasoned professional to support the organisation’s contracting and procurement activities, with a strong emphasis on contract drafting, review, and contract management. This role plays a critical part in ensuring strong governance,compliance, and risk management when engaging vendors, partners, and service providers, particularly in a public-sector-linked environment. The ideal candidate brings many years of hands-on contract drafting experience, is highly meticulous, and is comfortable working independently in a lean organisation. Procurement experience is required, but the primary focus of the role is on end-to-end contracting and agreement management. Key Responsibilities Contracting • Draft, review, negotiate, and administer a wide range of contracts, including service agreements, consultancy contracts, event-related contracts, NDAs, MOUs, and partnership or collaboration agreements. • Lead the full contract lifecycle, from initial drafting and internal consultation through execution, variations, renewals, and contract close-out. • Provide clear contract advisory support to internal stakeholders, ensuring contractual terms are well understood and aligned with organisational and governance requirements. • Identify contractual, legal, and commercial risks, and propose appropriate mitigations to protect the organisation’s interests. • Ensure all contracts comply with public-sector or government-linked governance standards, internal policies, and applicable regulatory requirements. • Maintain proper contract documentation, trackers, and records to ensure audit readiness and good governance. • Support internal reviews, audits, or management queries relating to contracts and agreements. • Assist in developing, reviewing, and maintaining standard contract templates to improve consistency and efficiency across the organisation. • Liaise with vendors, partners, and (where applicable) government counterparts on contract-related matters. Procurement • Support procurement activities in accordance with organisational policies and public-sector procurement practices. • Prepare procurement documentation such as RFQs, ITQs, evaluation summaries, and approval papers. • Source quotations, conduct vendor comparisons, and support vendor selection processes. • Coordinate with internal stakeholders to ensure procurement requirements are clearly defined and timelines are met. • Ensure proper documentation and record-keeping for procurement activities to meet governance and audit requirements. • Support the management of vendor relationships from a contracting and procurement perspective. • Assist with any other related procurement or contracting matters as required. Required Qualifications • Many years of proven, hands-on experience in contract drafting, review, and contract management, preferably in the Singapore Government, Statutory Board, or government-linked entity. • Strong working knowledge of public-sector contracting standards, governance requirements, and risk management practices. • Solid experience in procurement processes, vendor management, and sourcing, ideally within a public-sector or quasi-government environment. • Demonstrated ability to draft complex contracts with minimal supervision and strong attention to detail. • Excellent analytical and judgement skills, with the ability to balance risk,compliance, and business needs. • Strong communication and stakeholder management skills, including the ability to explain contractual terms clearly to non-legal colleagues. • Proficient in MS Word and document management practices. • Able to work independently, manage multiple agreements concurrently, and prioritise work effectively.
