Senior Lead – BCBS 239 Data Risk & Compliance Overview We are seeking an experienced Senior Lead to drive and oversee compliance with BCBS 239 (Basel Committee on Banking Supervision – Principles for Effective Risk Data Aggregation and Risk Reporting). This role is responsible for ensuring that data governance, risk data aggregation, reporting frameworks and controls meet regulatory expectations, while also aligning broader data risk management practices across the organization. ________________________________________ Key Responsibilities BCBS 239 Compliance & Governance • Lead the design, implementation, and continuous improvement of frameworks aligning with BCBS 239 principles, including data governance, architecture, and risk reporting. • Ensure adherence to all BCBS 239 principles such as accuracy, completeness, timeliness, adaptability, and integrity of risk data. • Act as the subject matter expert (SME) on BCBS 239, advising senior stakeholders and regulators as needed. • Support regulatory audits, reviews, and supervisory engagements related to risk data and reporting. ________________________________________ Data Risk Management • Define and maintain a data risk management framework aligned with BCBS 239 and enterprise risk policies. • Identify, assess, and mitigate risks related to data quality, lineage, aggregation, and reporting. • Establish and track key risk indicators (KRIs) and data quality metrics. • Drive remediation plans for identified data control gaps and issues. ________________________________________ Data Governance & Controls • Collaborate with Data Governance teams to enforce policies on data ownership, stewardship, lineage, and metadata management. • Ensure robust data controls across critical risk data elements (CDEs). • Implement and monitor data quality controls, issue management processes, and governance forums. • Oversee data lineage documentation and traceability from source to report. ________________________________________ Risk Data Aggregation & Reporting • Ensure risk data aggregation capabilities meet regulatory expectations, including accuracy, completeness, and timeliness. • Oversee the design and validation of risk reporting frameworks and dashboards. • Partner with Risk, Finance, and Technology teams to ensure consistent and reliable reporting. • Support stress testing, capital planning, and regulatory reporting requirements. ________________________________________ Stakeholder Engagement & Leadership • Engage with senior stakeholders across Risk, Technology, Finance, and Compliance functions. • Provide leadership and oversight to cross-functional teams and programs. • Act as a key liaison with regulators and internal audit teams. • Deliver training and awareness programs on BCBS 239 and data risk. ________________________________________ Change & Transformation • Lead strategic initiatives to enhance data capabilities, tools, and processes. • Drive data modernization efforts, including adoption of automation and advanced analytics. • Ensure BCBS 239 considerations are embedded in transformation programs and system implementations. ________________________________________ Required Qualifications • 10+ years of experience in risk, data governance, or regulatory compliance within financial services. • Strong expertise in BCBS 239 principles and implementation. • Proven experience in data risk management, data quality, and risk reporting frameworks. • Experience with regulatory engagement, audits, and remediation programs. ________________________________________ Key Skills & Competencies • Deep understanding of risk data aggregation and data governance frameworks. • Strong analytical and problem-solving skills. • Knowledge of data architecture, lineage tools, and data quality platforms. • Excellent stakeholder management and communication skills. • Ability to lead complex, cross-functional initiatives. ________________________________________ Preferred Qualifications • Experience working with global regulators (e.g., PRA, ECB, MAS, Fed). • Familiarity with Basel regulations, stress testing (CCAR/ICAAP), and capital reporting. • Certifications in risk management (FRM, PRM) or data governance (e.g., DCAM, DAMA). ________________________________________ Success Measures • Demonstrated compliance with BCBS 239 principles. • Improvement in data quality metrics and reduction of data-related risk issues. • Successful completion of regulatory reviews and audits. • Strengthened data governance and risk reporting capabilities.
