OVERVIEW Responsible for payroll processing and statutory compliance, including payroll reporting and statutory contributions. Supports annual performance management review administration, maintains HR systems and data integrity, and delivers HR analytics and reporting. Partners closely with assigned departments to support workforce needs and contributes to the development of progressive HR practices through continuous improvement and best‑practice adoption. RESPONSIBILITIES: Payroll • Responsible for monthly payroll processing and administration. • Ensure timely and accurate submission of payroll statutory contributions. • Upkeep and maintain payroll records per statutory requirements. • Generate monthly payroll reports for Finance Department. • Responsible for all other payroll-related matters such as attending to queries on their pay • Responsible for filling out income tax with IRAS. • Responsible for filing exit tax clearance and claims to government agencies Performance Management Administration • Assist to communicate performance review exercises and trigger the processes • Ensure all performance reviews are completed timely CPAS Award Recognition • Assist in setting up and maintaining awards recognition forms and flows • Assist in triggering CPAS Awards • Assist in consolidating all nominations and evaluation results • Assist in communicating the results to the winners • Assist in issuing award certificates, preparing slides, and publish onto HR Hub. Insurance Inpatient and Outpatient Administration • Manage insurance inpatient claims administration • Manage updating staff movement and entitlement to the providers. HR Systems and Equipment • Responsible for resolving HRMS and all other HR systems errors, access problems, and related queries. • Responsible for software updates and system backup and upgrade when necessary. • Maintain and upkeep the HR Hub and HR technology • Source and upload management / leadership articles in HR Hub. • Source and upload inspiration quotes in HR Hub. HR Data Analytics and Data Management • Responsible for performing data presentation and managing the data sources • Ensure data sources are accurate and correctly collected. • Ensure data are presented in a clear and user-friendly presentation (visualization) • Responsible for maintenance of the data analytics and data management system(s) HR Department Reporting and Statutory Survey • Responsible for compiling and preparing department’s monthly report for HOD and meetings. • Administer employee WICA claim and reimbursement matters. • Responsible for statutory reporting and surveys such as the quarterly MOM Labour Market Survey, Job Vacancy Survey, and InfoComm Media Manpower survey. • Responsible for recording, update and maintaining CPAS Headcount / AHP Programme headcount allocation tracking document. Department Human Resource Partnering • Attend promptly to Department and Staff queries. • Provide advisories to Department HOD in all human resource matters and manpower regulatory compliance and requirements. • Conduct exit interviews and clearance for Staff of your departments. • Issue letters of Certification and other forms of letters for the departments. Human Resource Project & Others • Responsible for additional scope and projects in the primary areas of your responsibilities. • Participate in projects assigned to you for development and improvements. • Responsible for all ad hoc duties as and when assigned by the Reporting Officer. • Assist in providing HR information to the external HR auditors. REQUIREMENTS: • Degree / Diploma in Human Resource Management and/or Business Administration • Have 1 to 3 years of HR Generalist and payroll processing working experience • Familiar with the computerised payroll management system. • Have a flair for numbers and a strong knowledge of labour legislation and employment act. • Excellent multitasking, organisation, and time management skills • Possess a positive mindset and able to overcome difficulties to achieve desired results. • Resilient, able to manage multiple priorities at the same time and meet tight deadlines. • Constantly maintain objective and highly confidential matters whilst interacting with stakeholders and Staff • Strong communication and interpersonal skills, tactfulness, and effective Department partnering to work with multiple stakeholders. • Meticulous, service-orientated, and a strong team member. • Committed to high accuracy standards and adopts a professional and conscientious approach. • Good spoken / written English. • Highly proficient in MS Office Applications such as Word, Excel and PowerPoint. • Some prior working experience in a Social Service Agency or related industry is preferred.
