Purpose and Scope To lead end‑to‑end EPC‑focused sourcing and commercial management across EPC and indirect services, ensuring delivery of value‑optimised, compliant, and risk‑managed outcomes throughout the project lifecycle in alignment with business, project, and corporate requirements. Business Division – Gas and Related Services Supplies gas‑based energy and power, operating gas‑fired plants and providing reliable electricity to industrial, commercial, and data‑centre customers. It is a major importer, retailer, and trader of natural gas (PNG and LNG) in Singapore, ensuring energy security and cost‑competitive supply. The business supports the energy transition by combining gas with renewables, long‑term power contracts, and decarbonisation‑focused energy solutions. Key Roles & Responsibilities • Execute the Source to Contract process and lead EPC‑centric sourcing activities. • Sourcing for both critical direct components, EPC and general indirect services. • Develop sourcing strategies aligned with business objectives, risk profile, timelines, and total cost of ownership. • Issue RFQ/Tenders, negotiate pricing, contractual terms and conditions, and risk allocation with suppliers while aligning internal stakeholders. • Manage stakeholders and deliver projects as part of a project team. • Deliver BU/end user/corporate requirements. • Manage PO, payments, variation orders, claims, expediting, further contracting during project execution phase. • Negotiate any contractual disputes, looking for leverage across the group. • Work with legal and internal stakeholders to protect the company’s commercial and contractual position. • Work with project execution team to ensure delivery of the project and compliances with the Company's policies, procedures and standards. • Cost management & value creation - drive cost optimisation initiatives beyond price negotiation (e.g. scope optimisation and specification review). • Utilise and support sourcing and procurement systems such as SAP, GEP, or equivalent sourcing tools to ensure process compliance, transparency, and reporting. Major Challenges The role requires the ability to operate effectively in a fast‑paced environment, manage multiple priorities, and deliver tasks accurately within tight deadlines. Key Decisions & Dimensions Able to lead and drive commercial negotiations for large-scale projects and contract management Qualifications & Experience • Bachelor’s degree in Engineering, Business, Supply Chain, Finance, or other relevant disciplines, with minimum 5 years of sourcing/procurement experience, preferably within EPC or project‑based environments. • Experience in pre and post contract management Preferred Skills & Characteristics • End to end Source to Contract expertise • Proven ability to lead the full S2C lifecycle—from strategy and tendering through negotiation, award, and contract execution—within complex, project based environments. • Strong commercial and contractual acumen • Deep understanding of pricing, risk allocation, contractual terms, variations, and claims, with the ability to protect value while enabling project delivery. • Project oriented delivery mindset • Comfortable operating within cross functional project teams, aligning commercial decisions with schedule, technical, and execution realities. • Negotiation strength with pragmatism • Confident and effective negotiator who balances firmness with flexibility, including in disputes or difficult commercial discussions. • Risk awareness and sound judgment • Strong appreciation of commercial, execution, and compliance risks, with the judgment to escalate, mitigate, or accept risk appropriately. • Execution phase commercial management capability • Hands on experience managing POs, payments, variations, claims, expediting, and further contracting during the delivery phase. • Integrity, resilience, and ownership • Demonstrates high professional integrity, accountability for outcomes, and resilience under pressure in high value, high complexity situations. • Agile and adaptable • Flexibility to embrace changing priorities and operate across multiple procurement related functions, including sourcing, contract management, shared services, and planning.
