Product Manager (Technical)

Role OverviewWe are looking for a technical-leaning Product Manager to lead the delivery and evolution of HPB (Health Promotion Board)'s Health Lifestyle App and Platform. This role goes beyond traditional product management — you will combine product thinking with hands-on technical leadership, owning solution design, engineering execution, and production support. You will work closely with cross-functional teams (engineering, UX, data, and business stakeholders) to deliver scalable, secure, and high-impact digital health solutions. Key Responsibilities• Product Delivery & Ownership • Own end-to-end delivery for assigned product modules, from problem definition to release. • Translate business needs into clear technical scopes, user stories, and acceptance criteria. • Manage and prioritise the product backlog, balancing delivery speed with long-term quality. • Technical Leadership • Lead architecture design and engineering execution to deliver scalable and secure systems. • Define release readiness criteria (functional, non-functional, and operational). • Guide engineering teams and vendors, ensuring quality, security, and alignment with standards. • Platform Operations & Reliability • Own platform performance, availability, and resiliency. • Establish monitoring, observability, and incident response processes. • Ensure compliance with government IT security and data protection standards. • Stakeholder Collaboration • Partner with product owners, business users, and technical teams to align priorities. • Communicate technical trade-offs and influence decision-making. • Continuous Improvement & Innovation • Drive adoption of new technologies, including AI/GenAI capabilities. • Reduce technical debt and improve system maintainability. • Define and track KPIs such as adoption, performance, and reliability. • Engineering Excellence • Establish best practices in DevOps (CI/CD, automation, testing). • Conduct design/code reviews and enforce technical standards. • Mentor engineers and foster a culture of continuous learning. RequirementsCore Skills & Experience • Minimum 5 years of experience in software/application development or technical roles. • At least 3 years of hands-on coding experience (e.g., Java, Python, JavaScript, Node.js). • Strong experience with modern web/mobile frameworks (e.g., React, Angular, Spring Boot, Django). • Proven experience delivering at least one AI/GenAI-related project. • Solid understanding of system design, architecture, and scalability. • Experience with cloud platforms, DevOps practices, and CI/CD pipelines. • Familiarity with databases such as MSSQL, PostgreSQL, Oracle, or Cosmos DB. • Knowledge of cybersecurity and data protection practices. Professional Skills • Strong analytical and problem-solving abilities. • Ability to balance short-term delivery with long-term system quality. • Effective communication with both technical and non-technical stakeholders. • Experience working in cross-functional teams (UX, Data, Engineering). • Leadership experience in guiding engineering teams and vendors. Nice to Have• Experience in government or public sector projects. • Familiarity with vendor and contract management. • Experience in production support and incident management. • Background in healthcare or digital health platforms. Qualifications• Diploma or Degree in Information Technology or a related field.
