Government (WOG) Initiatives and national-level healthcare/wellness programs. Role Purpose The Project Manager will be responsible for planning, executing, and managing the end-to-end delivery roadmap, schedules, resources, and risks for assigned digital products, platforms, and initiatives. Sitting within the Chief Information & Operations Officer (CIOO) division, the candidate will ensure alignment with government standards while driving agile product delivery. Key Responsibilities 1. Project & Product Management • Plan, manage, and track project schedules, resource allocation, risk mitigation, and product roadmaps for assigned digital services and platforms. • Drive product delivery using Agile Methodologies, ensuring high-quality, iterative releases that meet business objectives. • Oversee the implementation, deployment, and ongoing support of systems/products hosted on Cloud Environments. • Adapt and take on re-assigned products/projects or other strategic tasks as directed by the CIOO to meet evolving organizational needs. 2. Contract & Vendor Governance • Manage IT vendor contracts, ensuring all deliverables meet contractual obligations and service standards. • Review, evaluate, and validate the efforts, scope, and technical estimates for system deliveries, enhancements, and change requests. • Support application operations, audit fieldwork, and drive swift resolution for Problem/Incident Management. 3. Stakeholder & Compliance Management • Collaborate with cross-functional government stakeholders, tech partners, and vendors to deliver seamless citizen-centric services. • Ensure all IT systems and delivery processes comply strictly with Government Security Guidelines (e.g., Government Instruction Manual / IM8). Job Requirements Minimum Educational Qualification: • Bachelor’s Degree in Information Technology (IT), Computer Science, or a strictly related discipline. Mandatory Experience (Within the recent 7 years): • Minimally 4 years of direct experience in Project, Product, or Platform Management. • Minimally 4 years of hands-on experience with Agile Methodologies, agile tools (e.g., JIRA/Confluence), and agile delivery frameworks. • Minimally 4 years of experience implementing and supporting systems/products/platforms in a Cloud Environment (e.g., AWS, Azure, GCC). • Minimally 4 years of experience in contract management and evaluating technical delivery/enhancement efforts from vendors. • Minimally 4 years of experience in delivering and supporting Singapore Government projects/products/platforms. Added Advantages (Preferred Skills): • Domain Knowledge: Prior experience or strong domain knowledge in local healthcare or statutory board environments. • Compliance: Familiarity with government security guidelines and compliance frameworks (e.g., Instruction Manual / IM8). • Technical Exposure: Exposure to AI usage/adoption and recent mobile app/API development methodologies. • Operations: Experience in application operations, managing IT audits, and formal Incident/Problem Management. • Soft Skills: Exceptional communication, analytical, and sharp problem-solving skillsets to manage complex stakeholder landscapes.
