PURPOSE OF THE JOBWSP is looking for a Resident Engineer (Civil & Structural). MAIN RESPONSIBILITIES • Perform all roles and responsibilities required of site supervisors under the Building Control Act; • Ensure that the civil & structural works are constructed in accordance with drawings and specifications and the Building Control Act and Regulations; • Monitor and report on the progress of works; • Carry out inspection of civil and structural, geotechnical, M&E works prior to concreting or subsequent construction works; • Supervise concreting, pavement, drainageconstruction work; • Carry out checks on compaction and curingof concrete; • Carry out checks on striking of formwork,re-props and removal of props; • Carry out checks on quality & erectionof precast components; • Check on structural steel works; • Check and assess temporary works and ERSSby the contractors to ensure that the C&S, M&E and building works aresafe and in compliance with all relevant regulations; • Carry out inspection on defects rectification works; • Carry out supervision and inspection of the works as directed by the QP(S), SRE, consultants or the OIC • Manage and supervise the Resident Technical Officers under his / her charge; • Ensure that records of all civil and structural engineering works, mechanical and engineering works including records of tests, defect rectification, inspections, work progress, material and equipment on site, safety, etc, are updated in a timely manner and properly kept; • Attend site, progress, variation and coordination meetings; • Attend QAQC meetings, monitor and ensure quality on all works are being carried out; • Together with the safety team, provide overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site, provide safety oversight and ensure main contractors and their sub-contractors adhere to the approved safe work procedures for the works and all relevant client and regulatory safety requirements; • Verify all reports and claims relating to C&S, geotechnical and M&E works submitted by the contractors; • Resolve main contractor’s queries and coordinate the Works and other contractors on site; • Liaise with all relevant authorities; • Ensure all construction works will not impact or affect the operations of project area; • Ensure client’ emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies; • Check on quality of the works and materials delivered to site, take measures to rectify any non-compliance and report to the OIC of any materials that are not conforming to the Specifications; • Verify reports and claims submitted by the main contractors and other ancillary contractors; • Maintain proper and updated daily records of all works done including records of tests, inspections, status of work, safety, site diary, material on site and equipment on site, labour force, dayworks, provisional items or provisional quantities etc,; • Keep accurate record of variations as instructed or approved by the OIC and to maintain a set of updated drawings onsite; • Inspect and take over completed works and report defects, if any; • Ensure contractors maintain safety,cleanliness and tidiness of the site; • Check all drawings (including shop-drawings, construction drawings) and specifications for discrepancies, address any non-compliance with the contractors and to report to the Supervision QP, consultants or the OIC; • Ensure that works are carried out in asafe and proper manner; • Feedback site issues, discrepancies, and irregularities to QP(S), consultants and/or the OIC and Project Director; • Be conversant with client’ all procedures/ manual, including Safety Management System Manual; to make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars; • Adhere to the shift duty roster assigned; • Undertake any other duties including administrative tasks related to the project as and when instructed by the SRE, OIC, Consultant, client; • Possess good leadership qualities, organisational and inter-personal skills. QUALIFICATIONS • Minimum 8 years’ relevant experience as a civil engineer, of which at least 5 years shall be in site supervision work; i.e. major construction works involving diaphragm wall construction, deep excavation, cut-and-cover tunnels, drainage, pavement, taxiways and runways; • Degree or relevant professional qualifications in Civil & Structural Engineering; • Registered Resident Engineer with IES / ACES;
