In this role, you will work closely with senior leadership, internal stakeholders, and external partners to identify needs, assess technologies, and design scalable digital solutions that enhance service delivery and organisational effectiveness. You will have the opportunity to collaborate and work with advisors from established entities such as the Open Government Products and Google etc. This is a hands-on role suited for an experienced full-stack engineer with strong systems integration and data engineering expertise. You will focus on evaluating, adapting, and operationalising existing technologies, rather than building from scratch, while implementing customised systems that strengthen organisational capabilities in a lean and evolving environment. We require a highly resourceful, adaptive, and self-directed individual who is comfortable operating independently in a lean environment and building foundational capabilities from the ground up. Key Responsibilities • Digital Solutioning & Systems Integration • Assess organisational workflows, operational pain points, and service delivery needs • Identify, evaluate, and recommend suitable digital technologies, platforms, and tools • Configure, customise, integrate, and operationalise selected technologies to meet agency requirements • Lead end-to-end implementation of digital solutions, including user onboarding and adoption support • Translate non-technical operational requirements into practical technology solutions • Full-Stack Engineering & Technical Implementation • Develop and maintain internal applications, portals, dashboards, automation workflows, and APIs where required • Integrate systems across platforms using APIs, middleware, workflow tools, and data connectors • Support frontend and backend development activities as needed • Ensure solutions are maintainable, secure, scalable, and fit-for-purpose within a resource-constrained environment • Troubleshoot and resolve technical issues independently • Database Engineering • Establish foundational data architecture and data pipelines to support operational reporting and decision-making • Design and maintain relational databases and data storage structures • Consolidate and integrate data from multiple operational systems • Support data quality, governance, and accessibility initiatives • Implement basic reporting and analytics workflows • Continuously strengthen the agency's internal data capabilities and infrastructure QUALIFICATIONS • Bachelor's degree in Computer Science, Information Systems, Software Engineering, or related discipline • Minimum 7-8 years of hands-on experience in software engineering or technology implementation roles • Strong full-stack development capabilities across modern frontend and backend technologies, including API development and SaaS/platform integrations • Experience with databases and data management, including data modelling, ETL pipelines, and data integration/transformation processes • We are particularly looking for someone who is: • A self-starter who can operate independently with minimal supervision • Comfortable navigating ambiguity and building foundational systems in a low-tech environment • Resourceful, pragmatic, and solutions-oriented • Able to balance strategic thinking with hands-on execution • Passionate about leveraging technology to strengthen social impact and service delivery • Curious, adaptable, and committed to continuous learning • Experience in the social service, healthcare, public sector, or non-profit environment would be advantageous, though not mandatory.
