Together, We Can Make A Significant Impact The Project Director provides strategic leadership and executive oversight for the successful delivery of large scale, complex, and mission critical programmes and projects. The role is accountable for overall programme outcomes,governance, financial performance, stakeholder alignment, and risk management across multiple projects or workstreams. The Project Director works closely with senior stakeholders, sponsors, and governance bodies to ensure projects are delivered in alignment with organisational strategy, regulatory requirements, and national or enterprise priorities. This role oversees Project Managers and cross functional teams,ensuring consistent delivery excellence, compliance, and value realisation across the portfolio. Be Part of Our Success Strategic Leadership & Programme Oversight • Provide overall leadership and direction for multiple complex projects or a large scale programme. • Translate organisational and programme objectives into executable delivery strategies and roadmaps. • Ensure alignment between business strategy, operational goals, and project execution. • Sponsor and guide major delivery decisions, tradeoffs, and prioritisation across projects. Governance & Executive Stakeholder Management • Act as the primary escalation and decision authority for project and programme level issues. • Engage senior executives, government stakeholders, sponsors, and steering committees to ensure alignment and confidence in delivery. • Chair or participate in governance forums, steering committees, and executive reviews. • Ensure adherence to established project governance frameworks, approval processes, and reporting standards. Portfolio,Risk & Issue Management • Oversee programme level risk, dependency, and issue management across all projects. • Ensure early identification of systemic risks and implementation of effective mitigation strategies. • Manage complex interdependencies across vendors, agencies, and internal teams. • Provide clear escalation pathways and timely resolution of critical delivery challenges. Financial & Commercial Accountability • Own overall programme budgets, financial forecasts, and funding controls. • Ensure strong financial governance, cost control, and value for money outcomes. • Approve major changes, contract variations, and financial commitments. • Work closely with finance, procurement, and legal teams to ensure contractual compliance and commercial effectiveness. Delivery Assurance & Performance Management • Ensure consistent application of delivery standards, methodologies, and best practices across all projects. • Oversee programme performance across scope, schedule, cost, quality, safety, and security dimensions. • Drive corrective actions where delivery performance deviates from approved baselines. • Ensure robust reporting and transparent communication of programme health to senior leadership. Leadership,Capability & Talent Development • Lead, mentor, and develop Project Managers and senior delivery leaders. • Build a high performance delivery culture focused on accountability, collaboration,and continuous improvement. • Ensure appropriate resourcing, capability planning, and succession for critical roles. • Promote knowledge sharing, lessons learned, and delivery maturity across the organisation. Compliance,Quality, Safety & Security • Ensure all projects comply with regulatory, safety, security, and organisational requirements. • Provide executive oversight of quality assurance, safety engineering, and security compliance activities. • Ensure delivery within security sensitive or regulated environments meets all mandatory standards. • Act as the accountable authority for audit readiness and regulatory reviews. Qualities We Value • Minimum 12–15 years of project / programme management experience, with significant experience leading large scale, complex initiatives. • Proven experience delivering programmes for Singapore Government ministries, agencies,or statutory boards. • Demonstrated success managing multi project portfolios, large budgets, and senior stakeholder environments. • Strong knowledge of project and programme governance, financial management, and risk management. • Hands-on experience with Waterfall and Agile delivery models, including hybrid approaches at scale. • Experience in command-and-control systems, large IT systems, or complex systems integration is a strong advantage. • Deep familiarity with security sensitive environments, safety standards, and compliance frameworks. • Exceptional leadership, executive communication, and stakeholder management skills. • Strong commercial acumen and experience managing vendors and strategic partners. • Proficiencywith enterprise project and portfolio management tools (e.g. MS Project, Jira,Confluence, PPM tools).
