You will serve as the workstream authority, driving strategy, architectural design, governance, and flawless execution to ensure historical workforce and payroll data transitions securely and accurately into Oracle HCM Cloud. • Strategy & Governance: Define and own the end-to-end Data Migration Strategy, including scope, tooling, and timeline. Establish the Migration Governance Framework, RACI, sign-off protocols, and cutover decision gates. • Architecture & Mapping: Lead workshops to produce comprehensive source-to-target mapping documents for all HCM objects (Core HR, Absence, Talent, Payroll Balances). Architect payroll balance migration approaches ensuring accurate year-to-date and statutory conversions. • Tool Utilization: Design and manage Oracle HCM Cloud HDL (HCM Data Loader) and HSDL (HCM Spreadsheet Data Loader) templates, aligning legacy data structures with cloud requirements. • Execution & Delivery Management: Lead and manage a team of Data Migration Analysts and ETL developers through multiple iterative mock migration cycles (3–5 cycles), extraction scripts, and transformation logic. • Cutover & Go-Live Operations: Manage high-stakes cutover activities including freeze dates, delta extractions, final load sequencing, rollback procedures, and post-go-live hypercare validation. • Stakeholder Management: Serve as the primary point of contact for senior stakeholders (HR Directors, CIOs, DPOs). Facilitate data sign-off workshops and provide regular milestone status reports to the Programme Board. • Risk & Compliance: Maintain the Migration Risk Register, ensuring all data handling aligns strictly with public sector data governance frameworks, information security policies, and data quality KPIs. skills and experience required• Seniority & Experience: 12 to 15 years of total experience spanning HR IT consulting, data migration delivery, and Oracle HCM Cloud implementations. • Oracle HCM Cloud Track Record (Mandatory): Must have led or co-led the data migration workstream on at least three (3) end-to-end Oracle HCM Cloud programmes from inception through to hypercare. • Payroll Specialization: At least one implementation must have included a full payroll migration (Oracle Cloud Payroll or parallel payroll with complex balance uploads). • Public Sector Expertise: Minimum of one (1) Oracle HCM Cloud implementation within a public sector or government context (Central Government, Local Authority, Healthcare, or Defence), with working knowledge of civil service structures and pay bands. • Artifact Mastery: Proven experience producing signed-off strategy documents, source-to-target maps, transformation rules, DQ scorecards, and cutover runbooks. • Technical Depth: Expert knowledge of HDL, HSDL, data reconciliation frameworks, and managing extraction/ETL logic. • Education: Bachelor's degree in Computer Science, Information Systems, Human Resources, or a related discipline.
