Whatthe role is Enforcementand Compliance Division (ECD) is part of SSG’s Incentives Management andEnforcement Group (IMEG) which contributes to pan-organisational efforts ofbuilding an effective, responsive, and inclusive CET eco-system througheffective grant management, Skills Development Levy Collection, and enforcementagainst external fraud and abuse. Throughmonitoring, intelligence gathering, analytics and investigation efforts, ECD drives SSG’s enforcement actions against errant entities and individuals toprevent fraud and abuse or contraventions of SSG’s funding, the PrivateEducation Act, SkillsFuture Singapore Agency Act, Skills DevelopmentLevy Act and the respective regulations under the purview of SSG. Whatyou will be working on Reportingto the Team Lead, this officer will join a team that manages grant complianceaudits and process audits to ensure grant recipients comply with funding termsand conditions. Key Responsibilities Audit Management • SupportGrant Compliance Audit (GCA) team in its review of grant compliance auditframeworks, strategies, audit coverage and scope to ensure effective checks areconducted in relation to the funding terms and conditions on grant recipients (Competency:Audit Risk Management) • Reviewaudit reports and findings submitted by appointed external auditors and makerecommendations on corrective action (Competency: Report Writing& Policy Development) • Coordinate and manageresponses to internal and external stakeholders, including audit preparation,handling clarifications and resolving audit issues and observations. (Competency:Audit Management & Delivery) • Ensurerelated follow-up actions are completed to ensure grant recipients’ complianceto the funding terms and conditions (Competency:Audit Management & Delivery) • Managethe delivery and performance of service providers / appointed auditors assignedto conduct compliance audits to maintain high service standards (Competency:Contract & Supplier Management) Leverage Data Analytics • AssistGCA team to perform data analysis for audit risk profiling and case selection (Competency:Data Analysis & Risk Assessment) Whatwe are looking for • Possess the required competencies to execute the job duties proficiently • Up to 5 years of relevant work experience in internal or external audit or related functions • Skilled in using technology, statisticaltechniques or analytical/computer packages (e.g. Microsoft Excel) to deriveinsights and patterns and explaining the insights/patterns in coherent andsimple terms. • Possess sound analytical and policy acumenwith good writing, communication, stakeholder engagement, project managementand presentation skills • Keen interest to keep abreast of newtrends and developments to identify opportunities to improve policies,processes or strategies • Driven, meticulous and able to multi-taskand work with minimal supervision • Resilient, adaptable and quick learner whois comfortable working in a fast-paced and dynamic environment • Knowledge related to financial, accountingand audit principles, internal control frameworks, risk management and controlswould be advantageous Candidates are encouraged tocreate a Careers and Skills Passport (CSP) account and include the public CSP profile link In their application.
