It is an unpaid internship. It is open to university students, typically in Year 2–4. Together, We Can Make A Significant Impact The Software Manager is responsible for leading and governing all software engineering activities within an ICT public sector project in Singapore. This role ensures that software solutions are designed, developed, tested, and maintained in compliance with Singapore Government standards. Be Part of Our Success Software Strategy, Architecture & Governance • Define the software engineering approach and delivery framework aligned with GovTechguidelines, IM8 policies, and ISO standards. • Provide leadership over the project's core technology stack, including Microsoft SQLServer databases, C# programming environments, and native Azure cloud services. • Establish and enforce robust processes for software design, implementation, testing, andconfiguration management aligned with ISO/IEC 12207 and ISO 9001. Software Design, Integration & Validation • Lead detailed software design documentation, ensuring strict traceability between requirement and technical architecture • Oversee complex application integration utilizing REST APIs over HTTP, IBM MQ and IBMApp Connect Enterprise (ACE) • Govern specialized custom system developments, including custom dispatch rulesengines, operational hubs (AGIL Ops Hub), and voice automation servers • Conduct technical and architecture design reviews with government stakeholders,agencies and central governance panels. Software Development Management and Delivery • Manage full Software Development Lifecycle (SDLC) aligned with GovTech Agile/Hybriddelivery models. • Oversee day-to-day Software Development Process Group activities, ensuring engineering teams meet sprint/project milestones within scope and budget. • Coordinate seamlessly with cross-functional teams including cybersecurity, infrastructureand QA to ensure the continuous integration and deployment. Quality Assurance, Analytics & Reporting • Define unit testing strategies, secure code scanning practices and enforces overall quality metrics • Oversee the implementation of Microsoft Power BI to build statistical reporting and dashboard against backend SQL Server databases for performance and operational insights • Manage defect tracking, root-cause analysis and continuous improvement processes in compliance with ISO 9001. Safety & Security & Compliance • Implement secure SDLC practices (DevSecOps) to ensure compliance with IM8, ISO/IEC 27001and GovTech cybersecurity policies. • Support system safety analysis, vulnerability assessments and mitigation strategies forcritical public safety/ operations components Stakeholder Management • Act as the primary software engineering point-of-contact for government agencies,external vendors and internal project leadership.
