JOB DESCRIPTION The Programme Senior Executive/Executive is part of Defence Collective Singapore (DCS)’s Programmes Division, responsible for the end-to-end lifecycle of programmes and events — from strategic conceptualisation and development to execution, evaluation, and continuous improvement. These programmes are designed to engage targeted audience segments, enhance awareness, drive visitorship to DCS managed entities, and support outreach efforts aligned with Singapore Story and National Education objectives. The successful candidate will report to a Programme Manager (School Team) and will play a key role in driving programme excellence, stakeholder management, and operational delivery. Key Responsibilities • Programme Strategy & Development - Conceptualise, design, and develop innovative programmes, campaigns, and events tailored to diverse audience segments (e.g., Schools), ensuring alignment with organisational objectives, branding, and National Education outcomes. • Stakeholder & Client Management - Partner closely with internal stakeholders (e.g., Sales, Operations, Marketing) and external clients to co-create customised programme proposals that meet client needs while achieving DCS’s outreach and engagement goals. • End-to-End Project Management - Oversee the full project lifecycle including planning, budgeting, timeline management, risk assessment, and execution, ensuring programmes are delivered on time, within scope, and within budget. • Vendor & Resource Management - Source, evaluate, and manage external vendors, facilitators, and service providers. - Oversee procurement processes, contract management, and deployment of manpower resources (e.g., part-timers, facilitators, subject matter experts). • Operations & Programme Execution - Lead and manage on-ground operations, including facilitation of programmes and events, ensuring seamless delivery and high-quality participant experiences. • Logistics & Planning - Plan and coordinate all pre-event, live-event, and post-event logistics, including venue setup, materials preparation, manpower coordination, and contingency planning. • Participant Engagement & Experience Design - Curate meaningful and engaging participant journeys, ensuring programmes are interactive, impactful, and aligned with learning and engagement objectives. • Communications & Correspondence - Manage programme-related enquiries, client communications, and internal coordination. Ensure timely responses and escalate issues appropriately. • Performance Tracking & Reporting - Monitor and analyse Key Performance Indicators (KPIs) such as programme effectiveness, participant feedback, and visitorship data. Prepare reports and recommend data-driven improvements. • Continuous Improvement & Innovation - Identify opportunities to enhance programme quality, streamline processes, and introduce new ideas or technologies to improve efficiency and impact. • Cross-Functional Support - Provide support for large-scale or flagship events across the organisation, working collaboratively with other departments to ensure successful delivery. • Ad-hoc Projects & Initiatives - Undertake additional responsibilities, special projects, or organisational initiatives as assigned. Requirements • Degree or Diploma in any discipline; • Fresh graduates may be considered; however, candidates with 1 – 2 years of relevant experience in programme planning, event management, or facilitation (e.g., sports, leadership, arts, education programmes) will have an advantage; • Strong project management, organisational, and multitasking abilities, with the capacity to manage multiple projects and tight timelines simultaneously; • Excellent analytical thinking and problem-solving skills, with attention to detail; • Strong interpersonal, communication, and stakeholder management skills, with confidence in facilitation and public engagement; • Self-driven team player who is adaptable, resourceful, and able to work both independently and collaboratively in a fast-paced environment; • Proficient in written and spoken English; • Good working knowledge of Microsoft Office applications (e.g., Excel, PowerPoint, Word); • Familiarity with data tracking, reporting tools, or CRM systems will be an added advantage; • Basic graphic design or content creation skills (e.g., Photoshop, Illustrator, Canva) will be an asset. • Takes initiative and able to work flexible hours when required.
